Serving as the Deputy Planning Director for the City of Shelbyville’s Planning and Building Department, Allan is responsible for assisting citizens, contractors, and developers through the local zoning, development and approval process. This includes processing petitions for rezoning, special exceptions, and variances to the Unified Development Ordinances and by researching and writing staff reports to assist the Plan Commission and Board of Zoning appeals in making decisions. In addition, Allan helps to maintain the City’s GIS database and the long range planning and community development efforts of the City of Shelbyville.
Allan holds an undergraduate degree in Landscape Architecture and a master’s degree in Urban and Regional Planning from Ball State University and is a certified planner through the American Institute of Certified Planners. Prior to be appointed Deputy Planning Director, Allan held several positions working one on one with communities at different scales. Working with Health by Design, a non-profit based in Indianapolis, Allan’s work focused on creating safe routes to school for students, ADA accessibility and bicycle and pedestrian safety in the City of Indianapolis. At the Madison County Council of Governments, Allan focused on working with communities to develop downtown revitalization plans, comprehensive plans and ordinances. As a Peace Corps Volunteer in Romania, Allan’s work focused on developing and securing funding for infrastructure projects and building capacity within local units of government in order for Romania to become part of the European Union. Romania became an EU member in 2007.
In addition to his work with the City of Shelbyville, Allan sits on the board of Bicycle Indiana where he currently serves as the Chair.
